Director and Chair Message to Graduates /blog/director-and-chair-message-to-graduates/23215/ Mon, 22 Jun 2020 16:30:21 +0000 /?p=23215

Dear 2020 Graduates,

We wish to congratulate you on your academic achievements and persistence through these unprecedented times. The current reality we are facing with COVID-19 and specifically what you, our graduating students, are facing is a situation that has not been encountered in our time.

Graduation and the ensuing celebrations are a special time. This is a time to commemorate not only your accomplishments with the NNDSB but also your hard work, memories, connections, successes and experiences. While we cannot celebrate as we usually would, this in no way minimizes or diminishes the depth and breadth of your accomplishments. We, along with your teachers and school staff, are incredibly proud of you.

Life has caused a real twist in the tale that will cause you never to forget the year you graduated. We will all remember with flashbulb memory how we spent our last few months of this school year. While there are many lessons to be learned from what the world has endured in the story that we have all been swept up in, it is important to remember that you control your own story. As the world begins to open again and you embark upon your next steps in your life journey, trust in the magic of beginnings.

In the words of Martin Luther King Jr, “Everything you need to accomplish your goals is already in you.”

Write your own narrative, be your own story.

We are eager to see what the future brings to you and how you and your fellow graduates will continue to improve the world around us. Take care of yourselves and each other and stay healthy.

West Ferris Students Receive Vale COVID-19 Challenge Grant /blog/west-ferris-students-receive-vale-covid-19-challenge-grant/23194/ Sun, 21 Jun 2020 14:34:35 +0000 /?p=23194 June 19, 2020 –West Ferris Secondary School (WFSS) STEAM (Science, Technology, Engineering, Arts, Mathematics) program students have received one of eleven worldwide Vale COVID-19 challenge grants for their construction and distribution of the UV Cube sterilizer box. The Vale challenge was launched earlier this year to expand solutions against COVID-19, including risk monitoring and prevention and patient monitoring.

Tessa Summers, Fionna Truong, Ella Kelso and Emily Yates built the UV Cube at the request of Fionna’s father, Dr. James Truong, to assist with the sterilization of Personal Protective Equipment at the North Bay Regional Health Centre. The UV Cube is a do-it-yourself sterilizer, about the size of a small oven, made from materials found at the local hardware store. Using high-intensity ultraviolet light, the cube can sterilize everything from medical masks to mobile phones to shoes.

The students are all members of FIRST Team 1305 Ice Cubed, a competitive robotics team consisting of kids from across North Bay. They used their contacts with other FIRST Teams across the country to facilitate the construction and delivery of UV Cubes to health care providers. The funding from Vale will enable the production of fifty kits, which will be donated to small and medium medical clinics in Canada. In North Bay, the UV Cubes will be distributed to the North Bay Regional Health Centre, Casselhome, Easthome, LIPI, Lakeshore Dental and Northern Shores Pharmacy.

NNDSB RECOGNITION OF RETIREES AND 25 YEARS OF SERVICE EMPLOYEES /blog/nndsb-recognition-of-retirees-and-25-years-of-service-employees/23179/ Fri, 19 Jun 2020 14:46:11 +0000 /?p=23179

Congratulations to the NNDSB employees who will be retiring at the end of this year. We thank you for your hard work and dedication to our students, families and school communities. Congratulations also to those employees who have dedicated 25 years of service in the 17Թ (NNDSB).

This year has presented our employees with unexpected challenges. All NNDSB employees, including school administration, educators, and support staff, worked tirelessly using creativity and innovation to support our students in their educational and emotional journey.

Unfortunately, one of the challenges that came to light now is that due to the current socialand physicaldistancing restrictions and health and safety requirements to reduce the spread of COVID-19, we are unable to celebrate our employees as we traditionally would have.

We recognize that the work of those who have dedicated 25 years of service and the NNDSB retirees is invaluable to our students and our system.

Congratulations on your milestone accomplishment. Thank you for your years of hard work and dedication to the 17Թ family.

NNDSB Establishes a New Governance Manual and By-laws /blog/nndsb-establishes-a-new-governance-manual-and-by-laws/23059/ Wed, 10 Jun 2020 13:35:33 +0000 /?p=23059 June 9, 2020 – The 17Թ (NNDSB) intends to adopt a new governance manual and by-laws at the June 22, 2020, regular board meeting. Since inauguration, a complete review of board governance policies, procedures and by-laws was a priority of the board and was further assisted by recommendations of both the Ontario Ombudsman and the Ministry of Education Special Advisors.

The Director of Education retained Wayne Joudrie to lead this process and develop policies, procedures and by-laws that would guide and direct the activity of the NNDSB while reflecting best practices and legislative requirements for Ontario school boards. Mr. Joudrie was a Ministry of Education Special Advisor assigned to work with the NNDSB. He has held prominent senior leadership positions across the education sector, including superintendent of education, superintendent of schools, director of education and executive director of the Public Council of Ontario Directors of Education.

Governance and accountability play an essential role in supporting and improving public confidence in the NNDSB and Ontario’s publicly funded education system. Once approved, the draft governance manual and by-laws will accommodate recommendations put forth by the Ontario Ombudsman and Special Advisors.

“Since taking office, our Board of Trustees have been clear and persistent about their commitment to transparent, accountable and ethical governance. The completion of our governance manual and by-laws is a significant priority for our Board of Trustees and our Senior Administration. These documents are essential to provide both management and Trustees with the framework necessary to provide professional and effective delivery of education services. This accomplishment will provide another key cornerstone to further restore the public’s confidence in our organization.”  Jay Aspin, Chair.

While celebrations need to happen virtually this year, PRIDE month continues to provide opportunities for celebrating and learning about LGBTQ+ communities!

During Pride Month, we encourage staff, students, families and our communities to spend some time learning about the many achievements and contributions of the LGBTQ+ communities in addition to learning about their history, trials and tribulations.

We recognize that our students and their families look forward to graduation and the opportunity for our students to receive recognition for their hard work and achievements. However, celebrations for this year cannot occur as they have in the past due to COVID-19 and school closures. Graduations have not been cancelled, and as we examine alternate methods of celebration, we are seeking parent and student input into options. Our plans for celebrations and graduations must include input from our students and families.

To that end, we have created a survey for parents (grade 6, grade 8 and grade 12) and grade 12 students to complete. The survey will be available until the end of the day on Monday, May 25, 2020. Children’s Mental Health Awareness /blog/childrens-mental-health-week/22329/ Mon, 04 May 2020 12:36:36 +0000 /?p=22329 Local child and youth mental health agencies and Children’s Mental Health Ontario, which represents nearly 100 children and youth mental health centres across the province, are remindingڲthat we remain open to provide mental health services in our community.

Now more than ever, Ontario’s community mental health and addictions public providers want families to consider their mental health and well-being during this unprecedented time of COVID-19.

The theme of this year’s Mental Health Week, which was the first week in May, was social connection. Connecting with other people and our communities doesn’t just feel good; it’s good for our mental health. These are trying times for students and parents, and we are here to help. Our Mental Health Team has developed resources and guidance to assist parents in supporting their children during this time.

Student Mental Wellness Resources

Moving forward, we will be using our website and social media sites to bring awareness to the importance of mental health, along with resources and messages of support. Your support in sharing these messages with our students and community would be appreciated. Please follow and share on Instagram.

Our Mental Health Team will also be offering interactive webinars promoting mental wellness during these uncertain times for all NNDSB educators and administrators. These webinars are being offered to bring awareness to Children’s Mental Health Week. Our Mental Health Team will share our experiences in providing mental health check-ins and what we have learned about student support needs.

The Mental Health Team at the 17Թ continues to offer mental health check-ins for students using virtual and other telecommunication tools; phone, email and video.

Please note, this is intended to be a continuation of the care you were being provided and not designed to provide 24-hour crisis support or emergency service.

The focus of this service is to offer a mental health check-in to students in grades 7 to 12 who were receiving counselling supports at school. In addition, our Social Work team can also provide support and guidance to parents and caregivers and provide mental health check-ins for students that have emerging mental health needs and are not connected to a counsellor.

Please visit our We are Here to Help page for information on how to access these supports and resources.

Special Education Updates /blog/special-education-updates/22275/ Thu, 30 Apr 2020 19:51:38 +0000 /?p=22275

Individual Education Plans (IEPs)

To support access to learning for students with special education needs, Individual Education Plans (IEPs) will continue to remain in effect as continuity of learning strategies are implemented. Students with special education needs are expected to continue to receive appropriate accommodations and modifications where necessary. In situations where the existing accommodations, modifications or alternative programming is not feasible, the school teacher and the school team will work with parents and families to determine the best strategies, on a case by case basis.

Identification Placement and Review Committees (IPRC’s)

17Թ will be scheduling reviews of Identification Placement and Review Committees (IPRC’s) to be offered remotely at this time.

School-Based Staff

Teachers and Educational Assistants in Special Education System Classes continue to provide programming suited to the goals and learning profiles of the individual students in their classes, with an emphasis on practicing skills already taught to maintain and apply in their home environments and supporting the development of new skills with a focus on the learning goals established in their Individual Education Plans.

Differentiated Learning Resource Teachers(DLRTs) continue to support and coordinate special education processes at the school level, and are available to work with classroom teachers in adapting any accommodations given the nature of the virtual learning environment. DLRTs will be supporting the school regarding special education processes, including the annual Identification Placement and Review Committees (IPRCs) and student transition planning.

Educational Assistants continue to support remotely, the students they are assigned to support, in collaboration with the classroom teachers. They will be working with the classroom teachers to ensure the ongoing engagement and success of students through the preparation of individualized learning materials for students and working with individual students through a variety of remote methods (phone, email) to deliver program for specific students as determined by the teacher.

Central Support Staff

Itinerant Teachers, Psychology, Behavior and Speech and Language Professional Staff are available to consult and support the school staff with resources including accessible formats and strategies as needed to further support the classroom teacher and DLRT as they implement and adapt accommodations and modifications. Professional support staff are also supporting in the building of relevant professional learning resources to support students, families and/or staff.

We continue to consider the different ways in which our professional support staff can work remotely to provide consultation, resources, collaborative planning (such as transition planning and behaviour management planning) and other supports to teachers and or families where appropriate and in line with applicable privacy legislation and regulatory bodies connected to professional staff.

Mental Health Staff

Our Mental Health staff are providing prevention and intervention resources and information, mental health check ins, and intervention services.

The Mental Health Team for the NNDSB are currently providing mental health supports to students remotely. This includes, “check ins” for students currently receiving prevention and intervention services in schools with mental health staff and those students who come to the attention of staff during the school closure period, as needing additional support. Students and families are encouraged to seek support through our Social Work team following the guidance and links provided on our board website.

LOOKING AFTER THE MENTAL WELLNESS OF OUR STUDENTS /blog/studentmentalwellness/22265/ Thu, 30 Apr 2020 19:32:15 +0000 /?p=22265

SUPPORTING OUR CHILDREN DURING COVID-19

Children and teens take their cues and react based on how the adults around them react. If parents and teachers are dealing with the COVID-19 outbreak calmly and confidently, this will assist children and students as they cope with this situation. It is important to be prepared. “It is not a crisis if the adults know what to do”!

SHARE THE FACTS – if you name it, you will tame it!

Be prepared to speak to the facts about COVID-19 at a level children can understand. Having accurate information helps regain a sense of control and mastery over the situation. Avoid excessive details and stick to just the basic facts on how it might affect them. Also, limit their exposure to news feeds and social media as children can easily misinterpret something they have seen or read. Encourage them to come to you if they have any questions, and together, you will get the correct answers. Remember to be a good listener and encourage their questions.

PRACTICE CORRECT HAND WASHING WITH YOUR CHILDREN

Explain how important hand washing is to keep us all safe and show them the best way to wash your hands. Have a supply of hand soap with kid appeal if you can get it! Teach them how to cough in their elbow and how to use Kleenex to cover spray. Make it a fun experience by making up short songs that ensure a good wash.

PROVIDE REASSURANCE

Reassure children that they are safe and that it is the job of adults to do what is best to keep them safe. Point out how our governments are doing an excellent job of supporting us, and that is why the schools are closed. Brilliant doctors and other health professionals are giving us the best advice they can, and we should follow the directions they give us even though it may not be fun. Explain that sleepovers are not a good idea as we don’t know who has been exposed, so that is why we are all staying home, so we don’t spread COVID-19 to one another.

NORMALIZE AND VALIDATE FEELINGS

Be sure to validate any feelings they express and assure them that being worried and fearful in this situation is normal and that we are all having those feelings. Explain that it is important to talk about our feelings and to develop coping strategies. Discuss with the child what helps them in these situations and remember that each child is a little different in what comforts them. You can offer suggestions but let the child tell you what they need.

HAVE A PLAN

As a family develop a plan on how you are going to manage the school closure, how to support and maintain contact with grandparents, how you are going to get supplies, who the children can associate within the neighbourhood and what the restrictions are. Explore ways they can connect with their friends. Explain the differences between social isolation, quarantine, and social distance and when which one would apply.

KEEP UP REGULAR ROUTINES

Children experience a sense of safety and security when regular routines are established. Understand that children have had all of their activities taken away and might be feeling a sense of loss. Set up a routine that, if possible, continues their activities but on a smaller scale. They still need to practice and stay engaged, as this situation will not last forever. Create, if possible, a schedule of learning activities that mimics school routines and/or build in fun activities that encourage creativity. Set aside a time for reading. There are excellent read-aloud books and videos for younger students that address worrying.

Wilma Jean and the Worry Machine

Jacks Worry

CREATE A LIST WITH YOUR CHILDREN OF FUN THINGS TO DO

Engage children in creating a fun list of activities to do. This might be the opportunity to coach them on how good boredom is! Children need to be encouraged to engage during their own undirected play and downtime. Outside play in nature has a healing effect and can reduce stress levels. Children also like to contribute, and you may have to work at home. Set up a chore jar with rewards and share with them how helpful it will be to you as you must still work. Praise and reward the efforts!

WHAT TO DO IF YOU DO NOT THINK YOUR CHILD IS COPING WELL

Most of the local community agencies are providing phone and telehealth services and are encouraging people to reach out when needed. Professional services can be provided in different ways in the short term so it is important that you reach out for support.

Please see our board website for contact information connected to our counselling team or email our Social Workers atsocialwork@nearnorthschools.ca.

Silver Birches Receives Whole Kids Foundation Grant /blog/silver-birches-receives-whole-kids-foundation-grant/20313/ Mon, 02 Mar 2020 18:14:52 +0000 /?p=20313 Silver Birches Elementary School has recently received a $3000 grant from the Whole Kids Foundation through their “Garden Grant Program”. The purpose of the grant is to create a fruit and vegetable garden at the school that will get kids involved and excited about growing and eating nutritious foods. The school plans include a raised bed garden in the courtyard, a number of container gardens, a pollinator garden, and the planting of various fruit trees around the property.

The Learning Assistance Program (LAP) will take the lead on this garden project, and will work alongside students in Junior Kindergarten to Grade 6 to plant, tend, and harvest the gardens. The school looks forward to creating teams of young gardeners to do weekly work such as maintaining raised vegetable garden beds and pollinator beds with flowers and herbs. Students will work cooperatively to rake leaves, pull weeds, and plant bulbs during the spring. It hoped that garden visits will become a regular part of the school day. Staff envision a place where students can enjoy reading and snack time in the garden, have scavenger hunts, and learn about plant identification, pollinators and other important garden lessons.

Establishing a strong foundation in the early years will give Ontario’s four- and five-year-olds a stronger start with their learning. It will help improve their reading, writing and math skills, provide a smoother transition to Grade 1 and help increase their success in school and beyond.

We are very excited to welcome your child to our schools in September. Our team of educators provide an excellent kindergarten program that will motivate your child to be his or her best!

In the Spring, Near North families will receive an invitation for a “Welcome to Kindergarten” session where you and your child will participate in playful experiences together with educators and early learning community partners as you become familiar your school community and the Kindergarten Program. These hands-on experiences are supported with a package full of books, crayons, magnetic letters and numbers and other learning materials for you and your child to enjoy together beyond the orientation session.

In 17Թ’san average of 26 JK/SK students attend all day, everyday with one teacher. and one Early Childhood Educator (ECE). Classrooms with under 16 children will only be staffed with one teacher.

2018-2019 UPDATES TO SCHOOL DRINKING WATER DATA /blog/2018-2019-updates-to-school-drinking-water-data/19920/ Fri, 20 Dec 2019 19:05:51 +0000 /?p=19920 December 20, 2019 – Today the Ministry of the Environment, Conservation and Parks will refresh the Data Catalogue to include 2018-2019 drinking water data for facilities regulated under Ontario Regulation 243/07: 17Թ, Private 17Թ and Child Care Centres.

Data included in this release of information identifies the following schools within the 17Թ as having a flushed lead test result that had exceeded Ontario’s drinking water quality standard for lead (10 micrograms per litre) “at one point in time” during the period of April 2018-March 2019:
· Alliance
· Chippewa; and
· Parry Sound High School

When any exceedances are identified, facilities must take immediate action to correct. Given immediate corrective action is always taken by staff, we are pleased to report that the 17Թ is 100% in compliance with legislation and does not have any schools and facilities exceeding any limits at this point in time.

With the new legislation that was introduced July 1, 2017- Boards are required to test every drinking water fixture that provides water to children in school and childcares over a three-year period for elementary schools and a four-year period to secondary schools. All such drinking water fixtures for elementary have been 100% tested. Given secondary schools have a four-year time frame for such testing there only remains three faucets to be tested at the secondary panel.

NNDSB Clarification on Redundancy Notices /blog/nndsb-clarification-on-redundancy-notices/18465/ Fri, 26 Apr 2019 14:07:09 +0000 /?p=18465 April24, 2019It was necessary for The Near North District School Board to provide notification of potential redundancies to our Teacher Union partners on April 15, 2019 in accordance with the terms, conditions and inherent timelines of our collective agreements and established communication protocols.

In the absence of GSN (Grants for Student Needs) announcements, the accompanying technical paper, various memos that confirm funding for the upcoming 2019/2020 from the Ministry of Education and in order to meet collective agreement  timelines, this notice of redundancy was estimated based on planning assumptions and factual information and data on hand at time of declaration.  Given the early date of needing to provide notification, the Attrition Protection funding to be provided in the GSN by the Ministry of Education is to protect staff impacted by proposed changes to class sizes has not yet been factored into the estimated declaration of redundancy.

It is anticipated that confirmation of funding for the 2019/2020 school year is to be released from the Ministry of Education, by the end of the month.  This funding information and documentation is central to the work of Senior Administration, when determining precise budget and staffing implications for the year ahead. Once this information is available, the required analysis will be completed.

We are hopeful that once the Ministry of Education releases the information and documentation necessary for our next steps, these numbers of redundancy will be modified.

The Board remains committed to high quality programming opportunities for the students of the 17Թ District.

BOARD LETTER RE: EDUCATION REFORMS /blog/board-issues-letter-re-education-reforms/18454/ Thu, 25 Apr 2019 17:49:05 +0000 /?p=18454 April 24, 2019

Attention: The Honourable Lisa Thompson, Minister of Education:

On behalf of the 17Թ we are writing to express our disappointment with the proposed changes that form part of Ontario’s new vision of “Education that Works for You”. Asprovincial education partners, we recognize the government’s commitment to fiscal responsibility. Wealso know that Ontario’s education system is recognized globally. We want to work collaborativelyto both improve and maintain the high quality of education in this province.

We, as a Board of Trustees, are responsible to our community, students, parents and staff for ensuring the provision of quality education in all of our schools. As a Northern board with a mix of urban and rural communities the proposed changes present us with challenges in continuing to meet our mandate “To educate learners to their fullest potential in preparation for life-long learning”.

Specifically, we are concerned about the long and short-term impact of the proposed changes to student achievement and well-being.

Increase in Class Size

The proposed increase in class sizes will result in a reduction of teaching positions, thereby limiting the ability of students to have needed one-on-one interactions with teachers. In addition, as a Northern Board with a number of smaller rural schools, meeting the required class size requirements is challenging as the student population is not always available.

One of the significant concerns for our Board is the ability to offer courses and specialized programming with the reduction in staffing. With a smaller population base, this combination of increased class size and reduction of staffing positions will significantly limit the number of elective and specialized programming available. This will effectively put our students at a disadvantage when compared to their Southern Ontario counterparts. In order to ensure that Northern Ontario remains economically viable our future employees and citizens must have access to quality education.

Reduction in Staffing

The required reduction in full-time teaching positions due to increased class sizes and elimination of program specific grants will significantly impact students and organizational function. While the loss of teaching positions due to increased class sizes will be eligible for financial assistance through the “Attrition Protection”, there are a significant number of other key positions not protected in this regard, which will also be reduced including school support staff and educational assistants.

These positions are an integral component of our education system and enable the creation of safe and inclusive learning spaces that support our most vulnerable students. The 17Թ is proud of the steps we have taken towards creating such an environment. However, it will be difficult to continue our work and growth in this area without the knowledge, expertise and commitment of our qualified and trained staff.

As you are aware, recruitment and retention of qualified and talented individuals can be difficult in Northern Ontario due to demographics and population challenges. We anticipate that the replacement of key positions with the required skills will be extremely difficult.

Mandatory E-Learning

As a Board we strive to ensure that all of our students have equitable access to required programs and resources. In addition, we recognize that our students are individuals with unique needs and challenges that vary across our district. Like many of our counterparts, we already offer e-learning courses, but know that in many areas of our school boardstudents are unable to access reliable internet service and/or transportation to an accessible location. The e-learning environment is not appropriate for all students and subject matter.

Funding Cuts

Several funding cuts have been announced including the reduction in the secondary programming amountin the Pupil Foundation Grant, the Cost Adjustment Allocation and the Human Resource TransitionSupplement. Reductions in funding result in the loss of employees whocontribute every day to student achievement.

We are pleased to see that the government continues to invite consultation and hope it seriouslyconsiders input from school boards. We ask that you focus on students and the needs and concerns outlined and reconsider the changes to class sizes and funding that will impact both the programs we can offer tostudents and the number of employees in our system. The proposed staffing and funding changes will require adjustments to programming, portfolios and students’ supports, which will have far-reaching and long-term impact on our students and therefore the economics of our communities.

We look forward to continued dialogue with you regarding this matter. Thank you for your time and consideration in reviewing our concerns.

Sincerely,

Jay Aspin

The Transportationpresentationhighlighted the ways in which staff have, over the last number of years developed guidelines and processes that have established a more equitable and transparent access to busing for our students. The established guidelines ensure that a consistent and fair approach is applied across the district. However, it is as important to note that where special circumstances arise or needs of students are unsupported by the guideline as written, the appeal process is in place which allows again, in a very transparent and protocoled way, a means of achieving these supports.

As well, the Chair of the Consortium has established strong relations with all of the Directors of Education about his vision and how to both improve service delivery and attain efficiencies. Our Superintendent of Business sits on the Board of Directors.

Excellence in Alignment of Resources: Ensure efficiency, accountability ad transparency in Business Operations departments; and, Establish, maintain and nurture partnerships:

Our partnership with the consortium is well established but one that requires much work to ensure that communication is strong, and established guidelines understood andadheredto by all parties. Trust is the foundation of any strongpartnershipand the trust that has developed by all players that areinvolvedin this work is paramount to its successfuloutcomes. The consortium have worked diligently to identify efficiencies that have improved service delivery while reducing costs.

Re: Human Resources Presentation:

The Board requires a strong and proactive HR department in order to achieve excellence from their workforce. Specifically, healthy and respectful relationshipsdevelopedalongside our staff andunion partners are critical to the functioning of our Board. During these times of regularchange in employment standards, contracts, and generally, in the expectations of the workforce of a large organization, this requires significant focus and leadership from this department.

Achieving Excellence – Become a learningandresearchdriven board:

The HR department relies heavily on effective data to make decisions, recommend investments, and support staff. Specifically, comprehensive data are used to measure employee absenteeism rates, labour negotiations, hiring, retention and recruitment, and much more. Further, much of the work of HR is predicated on case law as we need to ensure our efforts are understood under the most up-to-datelegislation. The team consistently reaches out to other boards, legislationand legal to ensure we mitigate risk for the board in not mis-stepping in a costly manner.

Ensuring Equity

The duty to provide a personalized and accommodated workplace for our employees is ever growing. Recognizing the Human Rights Code, Collective Agreement language or employment legislation and regulation, ensuring equitable outcomes are central to the work of the HR team.In an interesting way, the best way to access equitable outcomes is to start at the same place with everyone and then to consider the challenges that many of our staff may have in a way that is driven by strong guidelines, protocols and HR law. The team holds itself to a high level of commitment to this work to again ensure mitigated risk to the board.

Promoting Well – Being: Ensure safe andhealthylearning environments

All formal and systemic employeewellness activity starts in our HR department and the work of our Wellness Committee which puts out a regular newsletter. This work remains a key priority for our HR department as they embark upon a new Mental Health and Resiliency program for Employee Wellness. Making efforts to celebrate employee achievements and provide recognition is a common practice and systemic goal of our HR team.

Ensure efficiency, accountability and transparency in all departments and schools; and Promote a culture based on trusting relationships, professional reflection, shared responsibility and thoughtful action:

Our HR team has recognized the need to focus on ourrelationshipswith our union partners to ensure they were as healthy and respectful as could be given our understood roles and responsibilities. The HR team has been held to a high level of accountability, and professionalism to ensure this goal has not only been matched, it has been surpassed. Our union partnerships are stronger than ever. Hiringpracticeswere tightened and transparency of effort and follow through onhiring’swas achieved. Guidelines were rewritten to capture this work and feedback loops with our unionpartnerswere incorporated at the drafting stage. As well our negotiations throughout the last years have been healthy and non-personal with a strong emphasis for managers to understand the importance of “our” collective agreements (not theirs). HR becomes, through the grievanceprocess, the watchdog for all things accountable and transparent in alldepartmentsand schools.

Student Recognition and Achievement

Art Student Recognized:

A young student from Chippewa is making a statement. Thank you to Catherine Beatty, Chippewa IB Arts student who has shared the images she worked on and submitted to Amelia Rising. They contacted her saying that they would like to use the image. It is most powerful! Thank you for allowing us to view your thinking Catherine, on this incredible piece.

The exhibition text titled “Dragged Down Under” belongs to this image. Below is Catherine’s original curatorial rationale and the overall picture of her exhibition.

The White Ribbon of Hope

The white ribbon is the symbol of empowerment for women in hopes of terminating the acts of patriarchy and societal compulsion. As much as the white ribbon intertwines with many women across the globe, patriarchy and compulsion to fit into a certain mold are still dominant in modern society. Women distort their appearances to become a character of their own persona in order to gain recognition on social platforms such as Instagram. The drive of likes and views are what controls them to become something they aren’t. Just like a movie they change themselves in order to please the audience, but do they even know who they are anymore? In the book Educated by Tara Westover “John Stuart Mill claimed that women have been coaxed, cajoled, shoved and squashed into a series of feminine contortions for so many centuries, that it is now quite impossible to define their natural abilities or aspirations.” Just like John Stuart Mill I wanted to establish how women have been controlled by society and the difficulty they had to face to try to gain complete control on themselves. In my exhibition you will travel alongside the white ribbon to view the battle with compulsion women are engaged in until it has reached its final destination… This destination will be the commencement of a new era where women will become empowered and fight for their freedom. Get ready to dive into the life of a women and experience how society tries to control them as if they were robots. Although there are many hardships women will eventually triumph over all. “Happily, ever after” is a cast of a female hand who is holding the end of the white ribbon. The pink hand and the white ribbon pay homage to the idea of celebrating femininity and the commencement of female empowerment. I want my exhibition to take the viewer on a journey and allow them to consider a “women’s place” in society and the expectations society places on women.

Director’s March Board Report /blog/18308/18308/ Thu, 28 Mar 2019 15:46:17 +0000 /?p=18308 Focus on Governance:

Trustee Quarterly Check In:

The Ontario Public School Board Association (OPSBA) held their annual Public Education Symposium (PES) in January. This meeting was an important kick off for many of our newest trustees and offered a chance to jump in and take full advantage of the opportunity for deep learning and important networking across the province.

Over the past three months the Board of Trustees have taken part in a number of workshops and public meetings carefully designed to quickly, efficiently and with great attention to detail and topic bring them to a place of strong comprehension of the work of the 17Թ. They include; an overview of transportation, the work of Human Resources and labour relations, the school board’s capital plan with a focus on both the Parry Sound build, the Fricker build and the 3:2 North Bay consolidation, the senior staffing funding envelope, agenda items, meeting management, board logistics and protocols, an overview of the budget process, understanding SHSM (Specialist High School Majors) courses in Near North, and the Equity and Inclusion Strategy offered at tonight’s meeting. As well the board kicked off their coming together with a visit from lawyer Sheila McKinnon to review roles, responsibilities and best practices.

The Board of Trustees also addressed the Fricker build and where the Grade 8 students should attend next year. It was decided that Widdifield would remain the recipients of this group of students. The Fricker build is continuing along it projected path with an approved space template.

Efficiencies Realized

A hearty congratulations to our Plant department, custodians and staff for realizing a significant and substantial benchmark!

The 2019 Sustainable 17Թ report uses energy data and building information for Ontario’s 4,968 schools and education centers as publicly reported by the 72 schools boards. The energy savings potential is determined for each building the difference between its actual and target energy use, and the energy efficiency of the school board. School boards across the province are ranked. Our ranking for 2017 was 19 and this year we’ve achieved the ranking of 11 out of 72 schools! I couldn’t be more proud and thankful for these efforts. Details about this important work can be found in the public board package.

Parry Sound Dinner Extravaganza!

Congratulations are in order to Mr. Cousins and the students of the Specialist High Skills Major course. The 5th Annual Local Hospitality and Tourism Appreciation Dinner was held March 19th. Students amazed members of the hospitality industry, who enjoyed an evening of networking and a delicious meal.

OFSSA Leadership in Sport Award

We couldn’t be prouder of our own Bob Boal from Chippewa Intermediate and Secondary School who, on March 19, at the opening ceremonies for the 2019 OFSAA Curling Championships, received the highly distinguished honour of being recognized with an OFSSA Leadership in Sport Award. The award is presented annually at each OFSAA Championship to a teacher/coach who has made a significant contribution to Leadership in Educational Athletics programs. From all of us in Near North DSB – Congratulations Bob on this most deserving award.

Minister of Education Announcements

As our public knows there have been many recent announcements made by the Minister of Education. We will continue to work alongside our Board of Trustees to ensure they are knowledgeable of all of the announcements and what they may mean for the 17Թ through their implementation.

In addition, we are aware that the recent announcements may prompt some political action by our students. Theofficial 17Թ’sposition with this and any other potential walk-outis that wesupport our students’ democraticright to express themselves in a safe and respectful manner. With respect to anywalk-out, our focus is ensuring thatany students who chose to participate can do so in a safe manner with minimal disruption to those who do not wish to participate.

School administrators and staff have been provided with guidelines and best practices for such situations and are committed to ensuring student safety.

Director’s February Board Report /blog/directors-february-board-report/18161/ Thu, 28 Feb 2019 20:43:20 +0000 /?p=18161 As we move forward with streamlining specific protocols I am pleased to let you know that our office almost unilaterally has heard great things from our media partners regarding our Communication Guideline. There has been positive feedback from organizations expressing their understanding of our desire to stick to these protocols including the setting up of appointments through the Communications Officer and waiting to the very end of meetings for any comments they may wish to garner. As well we have received an increase in the request for comments and information from the Media. We have also been contacted by new media outlets, in particular French language based media outlets. The central coordination of effort as outlined, has enabled us to provide prompt responses to information requests and there have been no complaints and/or concerns expressed by any media sources.

Overall this is a very good news story in our overall attempt to display openness and transparency in an organized and professional way.

Governance:

Chair Aspin was invited to attend the monthly principal meeting to introduce himself and to speak directly to our school leaders about the work and dedicated efforts of the newly formed board. In his short time with this group he was able to convey the dedication and honest desire of the Board of trustees. The focus of the newly formed ad hoc committees was relayed as well as the intent to take necessary time to review pertinent information but to continue to move forward and to take on challenging decisions and move forward. These committees are: the Parry Sound Building Committee; The Culture Committee; the Multi Year Plan Committee; and the Governance Committee. Much time was spent addressing the deep desire of the group to adhere to a strong governance model and to ensure oversight while remaining at arm’s length and at the policy level in their work.

Partnerships:

The 17Թ is recognized in all of the geographical areas we serve as a strong partner. Much time and dedication throughout years of effort have afforded us strong partnerships with many organizations. Some of these are business oriented and extremely formal. Others are less structured but remain focused on deep collaboration and a strong sense of unity to enhance the organizations involved and ultimately our students. I am quite sure you will be overwhelmed by the number of partnerships included in the following pages. It goes without saying that any partnership is relationship driven and I am humbled to be able to share these with you. Our teachers, coordinators, and senior team staff continue to put much time into honouring and building upon these relationships, and continue to find ways to move our organization forward to address efficiencies, propose stronger opportunities for students via coordinated services, and include incredibly, rich and divergent experiences for our learners while maintaining and growing our sense of community throughout our region.

North Bay Secondary 17Թ

With a decision regarding the 2019/202 student transitions confirmed, the focus is now on communicating that message to the community. All North Bay high schools remain open and the Fricker graduating Grade 8 students will be either moving to specialized programs offered at Chippewa and West Ferris or Widdifield as their receiving home school. WJ Fricker remains open next year as usual and the work schedule for the new building has been reassessed.

Communication mechanisms include media releases and use of social media platforms. In addition, radio ads highlighting the parent information nights for Chippewa and Widdifield will be released soon indicating the dates as February 13 and February 12, 2019.

Thanks to West Ferris staff and students who welcomed parents to their building to explain their programming expectations and offerings on January, 17, 2019.

3:2 Consolidation -Staff Input

On January 8, 2019, the Director met with any staff members from the three North Bay high schools who wished to share their thoughts/concerns/considerations regarding the 3:2 North Bay high school consolidation with trustees. This information was shared with all Trustees.

Bus Cancellation Days

With inclement weather resulting in bus cancellations, Senior staff, principals and teachers have been focusing on communicating that that our schools remain open with learning opportunities during the day. Parents can expect that classes may be combined, or teachers may work with small groups, as educators continue to welcome students and complete or update communication and lesson plans, offer extra support for individual students and work through EDSBY to communicate work that students could complete at home (as available). We also continue to try to address equity issues for those students and families who may not have access to wifi in our pre-planning.

Enrolment

Overall our enrolment in the elementary panel throughout the region has increased by 199 students over projected enrolment.

Within the secondary panel enrolment has decreased across the region by 78 student. 17Թ most affected were Northern, FJ McElligott, Parry Sound, Chippewa and Widdifield. Again, some of the numbers can be explained and others are of concern with specific grade loss leaving us with questions. Almaguin and West Ferris are both up in their overall FTE of 30 FTE for both schools combined. Chippewa and Widdifiled are down a total of 39 FTE.

Some variances can be easily explained, and others require further analysis to understand trends and projections.

Parent Involvement Committee – Upcoming Speaker

Congratulations to our Parent Involvement Committee who have secured Annie Kidder as presenter for the 17Թ on March 4, 2019. Ms. Kidder is a highly influential figure in Ontario and Canada as the Executive Director of People for Education

“People for Education is a unique organization in Canada: independent, non-partisan, and fueled by a belief in the power and promise of public education. We create evidence, instigate dialogue, and build links so that people can see – and act on – the connection between public education and a fair and prosperous society.” (https://peopleforeducation.ca/)

Ms. Kidder is often on TVO’s The Agenda with Steve Paikin discussing educational issues.

The Women of Lockerbie:

I had the distinct pleasure of attending the production of The Women of Lockerbie (By Deborah Brevoort) which completed its 4-day run just Friday. The play dealt with some challenging and emotional subject matter of the crash of Pan Am flight 103 over Lockerbie, Scotland December 21, 1988 and the aftermath for those in Lockerbie and parents of a victim. The performances of Grade 9-12 students from all three North Bay high schools enrolled in the night school theater arts program were profoundly moving. Congratulations to all cast and crew who took part in this production.

Naagaanshki-Nishnaabemjik, The new language speakers leading the way

The NNDSB Indigenous Education team were successful in their application to the Ministry of Education for funding to support the delivery and development of a leadership opportunity for Indigenous students (Grades 7-12) in a culturally relevant context. Consistent withthe priorities set as by the First Nation Advisory Council, Indigenous Education Advisory Circle and the Truth and Reconciliation: Calls to Action, the focus of the leadership gathering was to be around language revitalization. Students from schools of the NNDSB that currently offer Ojibwe Language as well as Nibissing Secondary School on Nipissing First Nation alongside their language teachers, took part in a 3-day Language Learning and Leadership Gathering at Spirit Point with a focus on language revitalization and leadership through the development of a network of youth language leadership. Local Elders and Knowledge keepers supported this locally rich learning and leadership opportunity.

Board Expected to Approve W.J. J. Fricker open for the 2019/2020 school year as well as transitioning the graduating Grade 8 students from W.J. Fricker to Widdifield Secondary School as in past years. This proposed motion was unanimously agreed to at the board’s Committee of the Whole meeting last night.

“The Board had a comprehensive discussion on the issue and were fully in agreement with the staff recommendation. It is in the best interest of our students to maintain quality programming in all schools while the Board awaits information from the Ministry and the Ombudsman’s report regarding the 3:2 consolidation. We were cognizant of the timelines for course selection and the need to have information communicated to students and parents in a timely manner.” Jay Aspin, Chair.

The temporary closure of W.J. Fricker to accommodate the construction of the new building will be delayed. Although the funding has been approved by the Ministry of Education, there are a number of procedural requirements relating to procurement’s and cost consultants that must be completed and approved by the Ministry before the project can proceed. Considering the current status of this project the initial time line is no longer attainable.

Inclement Weather and Transportation /blog/inclement-weather-and-transportation/16881/ Fri, 16 Nov 2018 19:22:55 +0000 /?p=16881 Inclement weather season is once again upon us. With our northern winters being very unpredictable, there will be days when cancelling the school bus becomes necessary. It is therefore important that parents have contingency plans in place in advance. You should monitor weather conditions as we do. The NPSSTS uses all weather resources we have at our disposal, including Environment Canada. Should you see a weather warning from Environment Canada in the evening, there is a strong likelihood that buses will be cancelled the following day.

When the decision is made to cancel buses, it is made with student safety in mind. The NPSSTS works closely with our experienced team of operators to make the best decision based on the information we have at hand.

Please remember that although school buses may be cancelled, schools remain open. All students are encouraged to attend school using alternate transportation where possible. You will also be responsible for transportation home at the end of the day.

Plan ahead and please visitfor details of bus cancellations and delays.

Reflecting on Treaties Recognition Week /blog/news-near-north-board/16842/ Wed, 14 Nov 2018 16:35:11 +0000 /?p=16842 All Near North 17Թ are situated on the traditional territories of the Anishinaabe. We value the cultures, histories and relationships with Indigenous Peoples of Turtle Island (North America).

Our commitment and focus on truth and reconciliation is incorporated into learning activities that take place throughout the year and support cross curricular learning in our schools. We continue to provide Professional Development for our educators and work with support from our local First Nation Knowledge Keepers.

Treaties Recognition Week, which took place November 5th to November 9th, presents us with a significant opportunity to promote understanding about Treaties and Treaty relationships throughout schools in Ontario. The week provides a reoccurring opportunity to gain deeper knowledge and understanding of history, culture and contemporary issues.

During this year’s Treaty Education Week, 50 educators within the NNDSB had the opportunity to participate in a professional development opportunity with Kelly Crawford, Education Director for the Anishinabek Education System. This learning supported the History Curriculum, cross curricular connections and the Truth & Reconciliation: Calls to Action. We are grateful for the opportunity to engage in this learning.

In addition, many elementary schools across all regions of the Board had the opportunity to host Treaty Knowledge Keepers, Artist and Elders in Residence in order to foster deeper understanding of Treaty relationships. This included local Knowledge Keeper, Maurice Switzer, who shared our locally developed resource, authored by Mr. Switzer: “Grandpa, what is a treaty anyway? ” The book directly supports the elementary social studies curriculum.

Veterans’ Week November 5-11, 2018 /blog/veterans-week-november-5-11-2018/16806/ Mon, 05 Nov 2018 18:43:57 +0000 /?p=16806 Canada remembers Canada’s Hundred Days and the First World War Armistice

In many ways, Canada’s military efforts over the years can be seen as a “road to peace.” 2018 marks the centennial of “Canada’s Hundred Days”—the series of impressive battlefield victories by the Canadian Corps over the last three months of the First World War. It is also the 100th anniversary of the Armistice that finally brought an end to four years of brutal conflict.

Our service members displayed great courage during the last hundred days of the conflict. Thirty men from Canada and Newfoundland earned the Victoria Cross—the highest award for military valour they could receive—during this period. This Remembrance Day, bells in Canadian communities from coast to coast to coast will again ring out to mark the 100th anniversary of this important milestone.

This Veterans’ Week, we honour those who served and died as our country has steadily pushed forward on the long and difficult road to peace—a precious yet fragile ideal. How will you remember?

Treaties Recognition Week November 4 – 10, 2018 /blog/treaties-recognition-week/16792/ Mon, 05 Nov 2018 17:38:05 +0000 /?p=16792 What is Treaties Recognition Week?

First Nations were the original occupants of the land now known as Ontario. Treaties, which are legally binding agreements that set out the rights, responsibilities, and relationships of First Nations and the federal and provincial governments, were signed with the intent of delivering mutual benefits. Despite this promise, Indigenous peoples became the target of colonial policies designed to exploit, assimilate, and eradicate them.

Today, the Ontario Government recognizes the wrongs of previous generations and is looking to change the future by building relationships based on trust and respect. In 2016, Ontario marked its first Treaties Recognition WCover of the book "We are all Treaty People"eek from November 6th to November 12th. It was introduced to honour the importance of treaties and to help Ontarians learn more about treaty rights and treaty relationships.

What occurs during Treaties RecognitionWeek?

During Treaties Recognition Week, students, and the broader Ontario public promote awareness with special events, social media campaigns, and special learning activities in school. In schools, students learn why treaties matter to not just our Indigenous peoples, but to all Ontarians from various Indigenous speakers and planned learning activities includingclassroom tools, resources, and copies of actual treaties.

Although they were signed more than a century ago, treaty commitments are just as valid today as they were then. Every Ontarian is a treaty person.

Directors October Board Report /blog/directors-october-board-report/16765/ Thu, 01 Nov 2018 13:13:43 +0000 /?p=16765 The 2018/2019 school year is off to a great start and as in past years, the 17Թ (“NNDSB”) continues to meet the priorities and commitments identified in the Multi-Year Plan. This Report will focus on the ways in which we are achieving the following two priorities:

  • Excellent in the Teaching and Learning Environment; and
  • Excellence in Creating a Culture of Caring.

Excellence in Teaching and in the Learning Environment:

The NNDSB’s Multi-Year Plan identifies the following commitments with respect to the teaching and learning environment:

  • Become a learning and research driven board
  • Continue to develop early years to graduation practices
  • Develop and promote growth mindset in all staff and students early years to graduation
  • Ensuring Equity: Provide access to resources, technology and experiences that meet student’s strengths and needs
  • Set high standards for all students and address gaps as identified for targeted support

Our programming staff have been working diligently to establish programs and resources that will support of staff and students in their leaning needs. This includes the development of French as a Second Language Resources and Math and Literacy Resources. For the October Board Meeting we have chosen to highlight two programs that demonstrate how we are meeting our commitments.

Transforming FSL Resources: This project aligns very well with our primary literacy project through the shared themes of authentic meaningful learning opportunities and the use of student work captured through pedagogical documentation to support language acquisition, in this case second language.

Getting to Know our Students as Mathematicians: The work of this project dips into a fair number of areas on the grid under Numeracy. These areas include EQAO leads,Math Assessment Resource, Focusing on the Fundamentals of Math – Educator Learning, SWST and Math Facilitator School Support, as well as, Professional Development and Principal Learning Networks.

Focus on our North Bay Intermediate/Secondary 17Թ

Specialist High Skills Majors (“SHSM”) – Once again the NNDSB has outdone itself in the many offerings of these unique and focused programs designed to offer our Grade 11 and 12 students career path opportunities which match their skills and interests. Students receive the SHSM seal on their secondary diploma after completing 8-10 courses in the student’s selected field. Students earn valuable industry certification and may gain important skills on the job with actual employers. SHSMs offer our students the opportunity to explore, identify and hone in on career goals by making informed choices about their next steps beyond secondary school. We have nearly twice the footprint of the province for our SHSM programs and the graduation rate for SHSM students is an average of 5% higher than those who are not in SHSM!

Excellence in Creating a Culture of Caring

The NNDSB’s Multi-Year Plan identifies the following commitments with respect to the creation of a culture of caring:

  • Create and understand strategies to have students feel more included and understood
  • Promote a culture based on trusting relationship, shared responsibility and thoughtful action
  • Celebrate and recognize the achievement of staff and students

These commitments are often achieved through the establishment of unique programming and learning opportunities in partnership with local organizations. Such opportunities provide our students and staff with the opportunity to engage in thoughtful and introspective learning in unique environments. For the October Board Meeting we have chosen to highlight two such programs that have allowed for interactive experiences outside the classroom that develop a sense of belonging and awareness in our students.

Biosphere: The NNDSB appreciates and thanks the Georgian Bay Biosphere Reserve for their ongoing support and educational resources including the curriculum-based Lessons in a Backpack. This program is designed for grades 1-9 with local ecology as the focus for the classroom and school yard. Classroom visits are available to explore: State of the Bay Ecosystem Health, Integrating Local Climate Knowledge and the Curriculum, Science Journals for Kids, Teaching Teens about Climate Change, and the Fall Green Teacher Webinar Series.

Learning Together: Learning Together/Apprenons ensemble is an interactive conference for families with young children (ages birth to approx. 8 years). It has been held annually for the past 13 years with the location rotating among the four school Boards. Nipissing University and Canadore College alongside the four Boards and many community agencies such as the YMCA, Early On, the Health Unit, Student Nutrition etc. are proud contributors and sponsors. This year it was held on Oct. 13 at Chippewa Intermediate Secondary School with more than 300 families and children in attendance. Together, children and families engaged in literacy and numeracy activities, outdoor nature crafts, moved through dance, yoga and Martial Arts, touched many a truck, observed reptiles, explored space and shared healthy snacks among many other activities. One of our EW families said that the Planetarium from Science North was a big hit. Their young lad loved the mini-triathlon and was very proud of completing it! This year an educator and student from Widdifield animated children and their families’ hopes and dreams for our community. This piece of art will be displayed at City Hall.

Finally, please note that West Ferris hosted an evening to meet the trustee candidates October 18, 2018. Many thanks to our incredible North Bay School Councils for their efforts to offer this important event. We are very grateful for this important night and for highlighting this opportunity to all of those interested in furthering public education and the efforts of the NNDSB.

These five videos capture the professional learning of some French Immersion Kindergarten Teams in the 17Թ. Through sharing classroom footage and teacher reflection, the effective use of pedagogical documentation and strategies to support oral language development we can inform and support further discussions among FSL educators.

Entitled `Les petits en maternelle` the videos feature staff and students from the Early Learning Kindergarten programs at Alliance and Sunset Park and provide an overview of the following:

Interacting with the (play-based) environment
Interacting with their peers and adults
Verbal and non-verbal communication
Pedagogical Documentation (Making the thinking visible)
Reflections on the journey

“We are extremely pleased with the outcome of this project and the opportunity to fulfill a leadership role across the province promoting our French as Second Language community. West Ferris Intermediate Secondary School High Altitude Balloon Launch /blog/16642/16642/ Mon, 01 Oct 2018 17:23:05 +0000 /?p=16642 The students in the Grade 11 University Physics Class at West Ferris Intermediate Secondary School in North Bay, Ontario will be launching a weather balloon into Earth’s Stratosphere with a payload of camera-toting mini computers and radio tracking equipment. The launch procedure is weather dependent, and so the exact launch date has not been confirmed. However, it is anticipated that the launch will take place between October 9th and October 31st from the football field at West Ferris Secondary School. Once the launch date is finalized information confirmed the exact launch date and time be issued 72 to 48 hours prior to the event.

The purpose of the mission is to observe and record the journey to near space using in-flight radio transmissions of GPS location, data, video, and images. The balloon is expected to explode at an altitude of just over 30km, at which point a parachute will deploy and the payload will descend back to Earth. The flight is expected to take a total of about 3 hours. Data from the flight will provide experimental results and serve as an anchor activity providing authentic context to course materials.

The students of the Grade 11 University Physics class will track the balloon’s flight path in chase cars, with reception assistance provided by the North Bay Amateur Radio Club. The goal is to retrieve the payload post-flight, along with its cache of data, video and images. This activity is called High Altitude Ballooning (HAB).

Director of Education Response to Candidate Media Release /blog/16610/16610/ Thu, 27 Sep 2018 00:31:56 +0000 /?p=16610 Earlier this week articles were published in local media sources based on a media releaseissued bya candidate for the Board of Trustees. The media release contained a number of statements with respect to the current and future employment of the Director of Education with the 17Թ. This information contained below is in response to those articles and is being issued for clarification purposes.

Mr. O’Hagan contacted Ms. Young this summer and requested a meeting to discuss issues and priorities for the 17Թ. However, as Mr. O’Hagan was and is currently a candidate for Trustee, his request for a meeting was declined. During the election campaign period employees of the Board, including the Director of Education, must remain non-partisan in order to ensure the integrity of the election process and our residents democratic rights. Requests for meetings from other candidates and for information that is not readily and/or publicly available have also been declined.

The Director of Education and Board staff are looking forward to working with all elected Trustees to ensure that the Board remains accountable to students, parents and community partners. Openness and transparency are at the core of public government and Ms. Young is supportive of all initiatives that uphold these values.

“We have a large number of schools with talented students, excellent teaching staff and leading-edge technology and programming. Our focus at the administrative level is, and has always been, ensuring that we provide our students with the education, opportunities, resources and supports they need. Any review of our office and our efforts either externally or internally is, and always, has been welcome.”– Jackie Young

Terry Fox’s Marathon of Hope might have ended in 1980 but the spark he lit in the hearts and minds of Canadians ignited into a campaign of hope that has lasted more than three decades. Every Child Matters Orange Shirt Day /blog/16451/16451/ Mon, 24 Sep 2018 14:53:12 +0000 /?p=16451 Orange Shirt Day

Recognized annually on September 30th

What is Orange Shirt Day?

Orange Shirt Day, which started in 2013, was designed to educate people and promote awareness about the Indian Residential School system and the impact on Indigenous communities. in Canada. We wear orange in affirmation of our commitment to truth and reconciliation.

Indian residential schools operated in Canada between 1831 and 1996 at over 130 sites. The schools were unsafe physically, cognitively, social/emotionally and spiritually. More than 150 000 children were forced to attend the schools. Children suffered ongoing, often severe abuse & neglect and thousands of children died. The schools were a direct cause of loss of language, culture, traditional knowledge and community. The effects continue to echo through our nation.

One Child’s Story

Phyllis was only 6 years old when she was forced to attend residential school in the early 1970’s. The first day at the school was tragic and one she would never forget. Alone and frightened, all her items were taken away, including her best and favourite shiny orange shirt. “The colour orange has always reminded me of that day….how my feelings didn’t matter, how no one cared and how I felt like I was worth nothing. All of us little children were crying and no one cared”.

On September 30th, the same time of year children were taken to Residential schools, we remember and acknowledge this painful legacy. We wear orange to symbolize the journey towards healing, truth and reconciliation, in honour of the children who survived residential schools and those who did not.

17Թ EQAO Results Continue to Follow Provincial Trends /blog/near-north-district-school-board-eqao-results-continue-to-follow-provincial-trends/16436/ Mon, 24 Sep 2018 12:40:34 +0000 /?p=16436 The Education Quality and Accountability Office (EQAO) has released the results of the grades 3, 6 and 9 Assessments of Reading, Writing and Mathematics as well as the grade 10 Ontario Secondary School Literacy Test (OSSLT)that were written by Ontario secondary students during the 2017-2018 school year.

“As a board we understand the value of the information and insight provided by the EQAO results. EQAO continues to provide us with useful data which we will explore in its entirety to help inform our planning and practices. This information is carefully analyzed to ensure that we continue to meet the programming and educational needs of our students, while recognizing the individual strengths and challenges of those same students. I’m very proud of all of our students and teachers and applaud their hard work.” – Jackie Young, Director of Education

Reading and Writing

Grades 3 and 6:While results vary by school, the overall trends showed grades 3 and 6 Reading and Writing achievement in many of our schools are at or approaching the provincial outcomes. In comparison to the previous year’s results, reading scores demonstrated a slight increase in the number of students meeting or exceeding the Provincial Standard (Levels 3 or 4).

  • 67% of grade 3 students and 78% of grade 6 students continued to meet the provincial reading standard, representing a slight increase over last year.
  • 56% of grade 3 students and 72% of grade 6 students have met the expected level in writing. This represents a decrease of 3% for grade 3 students while grade 6 students achieved a consistent result with 2016-17.

Grade 10:The grade 10 Literacy Test is a compulsory standardized test for all secondary school students in Ontario wishing to obtain an Ontario Secondary School Diploma. The test is based onall ofthe reading and writing expectations in all subjects up to the end of grade 9.

  • Of first-time eligible writers of the grade 10 Literacy Test, the Board’s test results decreased by 7% from the previous year (74% to 67%). Similarly, the province’s results slipped 2% from the previous year (81% to 79%).

In response to the decrease, Superintendent of Education, Craig Myles said, “We have developed and implemented a Literacy Strategic Plan in all of our secondary schools. Further, we will examine and triangulate our datain order todetermine where we can implement best practices to improve.”’

Mathematics

Grades3 and 6:

Mathematics scores decreased during the 2017-2018 year for grade 3 and 6 studentswithin the 17Թ and across Ontario.

  • 41% of grade 3 students met the standard in 2017-18 compared to 47% in 2016-17, indicating a 6% decrease.
  • 30% of grade 6 students met the standard in 2017-18 compared to 34% in 2016-17, representing a 4% decrease.

Improvingmathematics resultsfor both primary and junior divisionscontinues to be a focus. The Ministry of Education istaking actionto help students across the province gain the mathematical knowledgethey need to achieve success. The 17Թ has implementeddaily focused mathematics instruction for studentsin grades1-8during protected blocks of time.Protected time for mathematics will allow for a more sustained period of effective instruction and assessment every day. TheBoardis committed to implementing the strategies outlined in theFocusing on the Fundamentals of Math: Teacher Guideto improve mathematics learning for all students.

Grade 9:

  • 38% of students who wrote the grade 9 applied test met the provincial standard in 2017-18 compared to 48% in 2016-17 and 39% in 2015-16.
  • 75% of students who wrote the grade 9 academic test met the provincial standard in 2017-18 compared to 75% in 2016-17 and 70% in 2015-16.

“We will continue with our efforts on math improvement, which includes the implementation of the province’s mathematics initiative, “Focusing on the Fundamentals of Math”, said Superintendent of Education Craig Myles.

“As a district, we have placed a focus on number sense and numeration as a foundation for mathematical understanding across the strands and subject areas. The EQAO data will help to inform our board and school teams as we collectively engage in efforts to improve outcomes for every child. We believe that effective programming responds to the diverse interests, learning preferences and readiness of learners.” said Acting Superintendent of Education Melanie Gray.

EQAO results are important, but they are just one among many assessment tools that both schools and boards use to measure and improve upon the quality of student programming and student success.

Wear Purple on Rowan’s Law Day /blog/wear-purple-on-rowans-law-day/16498/ Sat, 22 Sep 2018 21:39:27 +0000 /?p=16498

Rowan Stringer loved rugby. A competitive and keen athlete, she was captain of her high school’s team. Tragically, in May 2013, 17-year old Rowan died as the result of head injuries she sustained while playing rugby. In the week before her last game, Rowan was hit twice while playing, likely sustaining a concussion after each blow. Her concussions went unreported, and she continued to play. Rowan suspected something wasn’t right—she texted a friend about her condition and used Google to search for information about concussions. When she was hit again in her final game, Rowan suffered what is known as Second Impact Syndrome—catastrophic swelling caused by a second injury to a brain still healing from previous trauma. Rowan collapsed on the field on May 8, 2013, and died four days later.

What is Rowan’s Law Day?

Rowan’s Law Day was established in 2018, and will be observed across Ontario on the last Wednesday in September each year. The purpose of Rowan’s Law Day is to increase concussion education awareness, especially in schools.

Municipal Election Information for Candidates and 17Թ /blog/16319/16319/ Fri, 14 Sep 2018 17:35:42 +0000 /?p=16319

The municipal election will be held on Monday, Oct. 22, 2018. The following guidelines are designed to assist school administrators, current trustees and candidates during the months leading up to the municipal elections.

Role of current trustees

Current trustees are still serving out the end of their term of office and continue to fulfill their usual roles. It is appropriate for schools to involve their local trustee in events and activities at the school in a way they would have prior to the beginning of the municipal election campaigns.

For example, if it is the previous practice of a school to have the local trustee hand out student awards at the monthly assembly or attend a regular school council meeting, this practice can continue during the election campaign.

However, schools cannot send out any campaign material on behalf of the current trustee if he or she is also a candidate in the municipal election.

School visit by candidates

Requests by candidates to visit a school are not considered appropriate during an election campaign. This restriction includes informal visits to classrooms and meetings with the school council or with school administrators. If a candidate contacts you asking to visit your school, explain that the schools are not permitted to allow visits of any kind by candidates for municipal office. Questions can be directed to Mairghread Knought, Information Officer and Communications Officer at extension 5010.

It is appropriate for current trustees, who are also candidates, to visit schools to participate in events and activities as they would have prior to the beginning of the municipal election campaigns, however it is not appropriate for those persons to campaign.

All-candidate meetings

In middle and secondary schools, the election may be an ideal time to help students learn more about municipal government. The Near North board allows all-candidates meetings and other learning activities that are part of the classroom program.

Distribution of material by candidates

The Near North Board administrative guideline: "Advertising and Distribution in 17Թ by Outside Organizations" does not allow any political information to be distributed via schools. For this reason, no campaign material may be distributed to students, parents or staff via schools. It also includes material distributed indirectly on behalf of a candidate—for example; the school council cannot choose to distribute information about a candidate. This restriction includes current trustees who are also candidates in the municipal election. Until the election, the school should not distribute any information by or about trustees who are also candidates.

However, schools do not have control over what happens off school property. If a candidate stands off school property and distributes campaign material to parents and students, there is no action the school can or should take.

On the other hand, it is appropriate to distribute information about the election in general—for example, information from the municipality about the date of the election.

Using Board email by candidates

The use of Board email by candidates (including current trustees) to distribute campaign information is not appropriate, as outlined in the board’s administrative guideline: “Acceptable Use.” Although it is not explicitly outlined, under Section 2.0: Availability of Access, it states “Access to the 17Թ’s electronic communications system, including the internet, shall be made available to employees, trustees, and students for instructional, administrative and professional development purposes.”

Using Board email by a candidate to distribute campaign information by email could be considered a personal advantage given that a member of the public interested in running would not have access to Board email.

Social media—personal accounts

If you follow/friend a candidate on your personal social media accounts (e.g. Twitter and Facebook), you do not need to unfollow him or her. The board is not discouraging staff from following or engaging with candidates on social media during their personal time.

Although it is not an issue for most board or school staff to communicate with and campaign outside of work hours for trustee candidates on social media, it is not recommended that school administrators or other senior staff campaign on behalf of a trustee candidate. School administrators and senior staff may wish to limit retweets, likes and favourites from their personal social media accounts as these can often be perceived as endorsements.

Social media—school accounts

If you follow/friend a candidate on your school’s social media accounts (e.g. Twitter and Facebook), you do not need to unfollow him or her. However, from now until after the election, you should not follow any other candidates unless you have just opened a school account. If you open an account during this time, if you follow one candidate, you should follow them all until after the election.

From now until the election, do not retweet, favourite or like candidates’ social media posts from your school’s accounts. These can be perceived as endorsements and must be avoided.

School councils

School councils are agents of the school and the 17Թ and are bound by the same guidelines as the school. It is not appropriate for the school council as a group to endorse a specific trustee candidate or to campaign on behalf of a specific candidate. The council could, however, host an all-candidates meeting to assist parents in learning more about all the candidates.

The council shall not distribute information on behalf of, or about, a specific candidate. If it is the normal practice of the school council to meet regularly with the local trustee(s), those meetings can continue as they usually would. Otherwise, individual candidates are not permitted to meet with the council during the campaign period.

These guidelines apply to the school council as a group. The individual parent members of a school council, including the chair of the council, are not limited in any way in terms of their ability to campaign for specific candidates. They support a candidate, however, as an individual, not as a representative of the council.

A school council chair or member who is also a candidate for election as trustee may continue in their elected role for the remainder of the 2017-18 school year. However, they must not use their role to promote their campaign while they are serving in the role of school council member. They are not allowed to distribute campaign material on school property or to discuss their campaign during council meetings.

School council meetings are public. Even though candidates for municipal office are not allowed to meet directly with the council, a candidate may choose to attend a council meeting as a member of the public. They may ask a question during public question period, as any other member of the public could, but are not allowed to use this time to deliver campaign messages or to give out campaign material at the meeting.

Requests for information

The 17Թ is committed to public accountability and service when responding to any information request. If a candidate contacts the school office for information about your school, provide that information as promptly as possible—as you would if the request came from a parent or other member of your community. There is no need to determine why the information is being requested.

Generally, all information about schools and the Near North board is public, except for confidential student records or personnel issues, and is therefore provided upon request. As you are aware, a list of all the students at your school or in a grade or class is not public information. If you are asked for information that you do not have, refer the request to Mairghread Knought, Information and Communications Officer at extension 5010.

Advice for staff regarding campaigning for candidates

Obviously, it is not appropriate for any Near North board staff member to campaign for or endorse a specific trustee candidate while in the workplace. While it is not an issue for most board or school staff to campaign outside of work hours for trustee candidates, it is not recommended that school administrators or other senior staff campaign on behalf of a trustee candidate.

NNDSB Issues Statement on Health and Physical Education Curriculum /blog/nndsb-issues-statement-on-health-and-physical-education-curriculum/16090/ Wed, 01 Aug 2018 13:56:49 +0000 /?p=16090

The Ontario Government and Ministry of Education recently announced the repeal of the Health and Physical Education curriculum introduced in 2015, reinstating the 20-year-old 1998 curriculum in our classrooms.

Many concerns have been raised province-wide about reverting to a curriculum that does not include information on many issues that our children face in our very changed world of 2018. The ease with which our children can access information on-line makes it enormously challenging for parents and educators and it is critical that we provide guidance to our children so that they remain safe and informed.

The 17Թ would like to add to the collective voice of the Boards respectfully asking that the Ontario Government begin its consultation immediately. We also believe that the 2015 curriculum needs to be the starting point for this consultation and must remain in place until this process is complete.

With the growing number of public statements from many school boards, other concerned organizations, and members of the public, some contradictory messaging has arisen from the Ministry of Education. Accordingly, Ontario School Boards are now waiting for clarification with respect to the curriculum content that will be available to teaching staff in September.

Recognizing that our students and teachers will be returning the classroom very shortly, the 17Թ will remain committed to:

  • teaching that promotes inclusion and diversity;
  • providing the necessary support for the safety and well-being of our LGBTQ+ community and all students and staff;
  • continuing to educate about gender issues, internet safety, healthy relationships, and informed consent.

Since public consultation was the issue prompting this move, it is important that all public, students, parents and staff questions and concerns are heard by our government. The 17Թ encourages you to please contact your local Member of Provincial Parliament and/or the Minister of Education to share your concerns and thoughts.

Sincerely,

David Thompson
Board Chairperson

Board Approves 2018-2019 Budget /blog/board-approves-2018-2019-budget/15823/ Thu, 28 Jun 2018 19:25:14 +0000 /?p=15823

NNDSB Approves 2018-2019 Budget

The 17Թ approved the 2018-2019 Budget at the June 26, 2018 Board Meeting. Board of Trustees and Senior Administration undertook a rigorous budget process in order to develop the compliant in-year budget with a planned deficit of $482,609. The planned deficit is a direct result of declining enrollment, full implementation of financial reforms which include elimination of top-up funding for "non-enhanced" facilities, increased costs associated with Workers' Compensation legislation, increased costs associated with escalating absenteeism, increased transportation costs and increased costs associated with electricity and snow removal.

As always, the focus continues to be on protecting the classroom as much as possible and the supports that are provided to our students. During development of the Budget the NNDSB's Multi-Year Plan Priorities were kept at the forefront of all decisions to ensure continued support to:

  • Ensuring equity;
  • Promoting well-being;
  • Ensure safe and healthy learning environments;
  • Aligning resources to where they are needed, or at a minimum, to maintain existing resources where they are needed to support equitable outcomes for all students.

The 2018-2019 Budget will result in no layoffs and in fact the Board has been able to plan for some staffing enhancements as a result of additional funding provided by the Ministry of Education.

Staff have continued to demonstrate their ability to monitor expenses and identify areas of reductions for recovery purposes as well as to effectively "manage" in-year deficits.

Director of Education Update Report 3:2 Consolidation /blog/director-of-education-update-report-32-consolidation/15169/ Wed, 20 Jun 2018 15:51:17 +0000 /?p=15169

At the June 5, 2018 Committee of the Whole Private Session Meeting, the Board of Trustees requested that the Director of Education, Jackie Young, prepare an update report on the 3:2 Consolidation that could be shared with the community.

The information contained within this report is intended to provide parents, students and all stakeholders with an update on the 3:2 Consolidation process.

3:2 Consolidation

The Board of Trustees, with the support of Senior Administration, will proceed with the 3:2 Consolidation identified in the Board Resolution Number: 17-09-12, as soon as is practicable. The next major milestone for the project will be the submission of a business case to the Ministry of Education to obtain the funding to complete capital and infrastructure projects, purchase equipment and address programming and student transition requirements. While the funding timelines, eligibility requirements and process has not been identified by the Ministry of Education, Senior Administration with the support of the Board of Trustees, have proceeded with the preparation of a preliminary business case to ensure that the Board is able to capitalize and move quickly when funding opportunities are announced.

Meanwhile, logistics with scheduling and programming requirements are being considered on a regular basis by the Board, Senior Administration, school administration and staff. While the project costs and timelines are all contingent on funding, all efforts are being made to ensure that the 3:2 Consolidation proceed in a fiscally responsible manner that focuses on the needs and comfort of our students.

As with any capital project contingent on ministry funding, there is the possibility that the funding will be less than anticipated and/or unavailable. While neither of these scenarios are anticipated, should either oneoccur, discussion would ensure with the Board of Trustees with respect to options and next steps.

Programming Costs and Budgetary Implications

The Board of Trustees and our Senior Administration understand that there is a desire for firm numbers, costing details and specifics regarding the consolidation and specifically school transitions. However as noted, that information has been prepared in a preliminary format only. To release cost estimates at this stage would be irresponsible and could expose the Board andthisproject to unnecessary risk and exposure.

As with all capital projects, the final cost and expenditures will depend on the guidelines, templates, timelines and funding as determined by the Ministry of Education.

Ongoing Communication

The Board and Senior Administration will continue to communicate with students, staff, and stakeholders through a variety of mechanisms including the Board website, school visits, face to face meetings and periodic updates when more information becomes available.

In order to address the concerns voiced by the community and to ensure a means of providing timely, accurate and updated information, the Board has designed a page on our website. The information is accessible via Quick links on the Home Page and also under the Capital Planning page. Moving forward we will be preparing a timeline of events to share. The Board has also hired a new Information and Communications Officer,MairghreadKnought, whowill be the communication point person on the 3:2 Consolidation.

Project Timeline

There has been no change to the identified timeline and the Board and Senior Administration are moving forward in that respect. However; should the timelines set by the Ministry with respect to funding opportunities impact our ability to meet the set completion date, the Board would need to explore the impact onstudents and adjust timelines accordingly. TheWiddifieldStudents will not be moved if the buildings are not appropriately ready to accept them.

UPDATE:The 17Թ has confirmed that the proposed timeframe for the closure of Widdifield Secondary School and relocation of those students to Chippewa Secondary School and West Ferris Secondary School will be delayed. It is anticipated that the closure will be delayed by a minimum of one year.

Student Engagementand Rebranding

The Director of Education has begun a series of meetings with our secondary school students to discuss the 3:2 Consolidation to obtain feedback with respect to their concerns, thoughts and recommendationsas the process moves forward.

Senior Administration is committed to working with students as the drivers behind what they need and want rebranding (then staff and parents, in that order). The intention is to hear from all students and then design a survey available to all students/staff for their input. The data collected will be shared with parents through SAC.

The 17Թ is committed to ensuring that our students continue to receive the samehigh-qualityeducation and support they have come to expect from us.

Humphrey Outdoor Learning Space Dedication and Celebration /blog/humphrey-outdoor-learning-space-dedication-and-celebration/15131/ Tue, 19 Jun 2018 15:07:48 +0000 /?p=15131

On the evening of Tuesday, June 12th, Humphrey Public School had a grand opening and dedication of the Humphrey Outdoor Learning Space. The Outdoor Space is in honour of FynnBywater who was a student at Humphrey who passed away in 2015 when he was in grade 1.

There is a handmade bench in a central location in the space with the following inscription: “This Space is Dedicated to Fynn Bywater, Who Generously Shared with Us His Love of Learning Through Outdoor Exploration and Play.”

The grand opening included a smudging of the space led by Dave Rice who is an Elder at Wasauksing First Nation on Parry Island. He also shared at the event, about some of the work he has been doing with the students of Humphrey including work around the anishinabe medicine wheel.

The hope is thatthe space will inspire a natural curiosity, strengthen relationships and foster deep learning experiences. Along with a large platform for students to gather, present and learn, there is natural seating in a circular shape around the stage, re-purposed cable spools for tables and stumps for chairs. The teachers of Humphrey shared that the space can be used for rich learning opportunities across the curriculum and with students from Kindergarten to grade 8.

The students of Humphrey have created peace poles with colourful, inspiring messages and symbols scattered throughout the space. And finally, you enter and exit the space through eight “pollinator and local food” raised cedar beds which the students planted under the guidance of the Georgian Bay Biosphere Reserve.
There were many local businesses who made generous donations to make this space an inspiring place to learn. As Mr. Krause, the principal shared, it takes many people and community partners to help a project like this come to fruition.

Near North Students Challenge the DELF /blog/near-north-students-challange-the-delf/14575/ Tue, 05 Jun 2018 18:19:10 +0000 /?p=14575

Once again students from across the 17Թ challenged the DELF (Diplôme d’étude de langue française), a French as a Second Language proficiency test. Students from 4 High 17Թ presented themselves to be tested and receive a world recognized accreditation of their abilities in speaking French.

The DELF is a formal testing tool for second language learners. Assessors must be trained beyond the Ontario curriculum, to assess students at an international level. The DELF test was created in France and accessed by students all over the world. Students who attain a level of proficiency can use that designation and certificate for post-secondary education applications (in French first and second language courses) as well as for employment.

In order to receive the DELF credentials, students must successfully complete an interview, listening, reading, and writing exercises with a minimum proficiency of 50%. NNDSB students were successful in attaining the level they challenged. This is the NNDSB’s second year in the pilot project with an increase in the number of students participating. Congratulations to all participating students for their hard work.

NSS Student Wins Javelin Title at OFSAA /blog/14828/14828/ Sun, 20 May 2018 17:01:10 +0000 /?p=14828

Northern Secondary School’s Brent Couchie went the distance, winning the 2018 OFSAA Midget Boys Javelin title on June 8, 2018 at the Toronto Track and Field Centre at York University. With a field of over 20 athletes from across the province the 15-year-old from Nipissing First Nation threw his personal best of the year with an impressive 44.94-meter throw.

With strength and finesse from an athletic and artistic background, Couchie picked up the art of Javelin throwing naturally. He spends his winters on the ice playing defense in hockey and is a head grass dancer who travels to pow-wows across the country. He began his throwing career this year and has added almost 10 meters to his throw since the NDA finals in May.

Northern Secondary School is not new to developing high level javelin throwers. Last year, Timothy Hatton won the OFSAA Senior Boys Javelin Throw with a mark of 56.56 meters. Hatton’s mother Catherine is currently the head coach of the track and field team and is a teacher at Northern.

Almaguin Highlands Secondary School Students had a great weekend at OFSAA beating previous personal bests.

Aidan Anger finished 4th in the Senior Boys Pole vault amongst a very tight field of over 20 athletes from across the province. Anger, from Burks Falls, beat his own personal and school record in the highly technical vault event with a final jump of 4.30 meters. He has come a long way since his OFSAA performance last year where he placed fifth with a result of 3.95 meters.

The charismatic senior student graduates this year and has an exciting athletic and academic career ahead of him. This summer, he will be competing at the Junior/Senior nationals in Ottawa. He will then be attending the University of Guelph in the fall, where he plans to study Business Marketing and Management. He continues to compete in the Pole Vault event as a member of the university’s varsity squad.

Clarista Ardiel, a multi sport athlete who runs multiple distances, was 3rd in the Girls 100-meter Intellectual final on Friday with a time of 14.99 seconds. On Saturday, she dominated in the 800 finished ten seconds ahead of the second-best competitor with a time of 2.55.12 minutes.

Hudson is in his final year of high school and will be competing at the Cerebral Palsy World Track and Field Games in Spain this summer.
